Debby passed us 4 hours ago or so with moderate winds - some strong gusts from time to time - and a common tropical rain, but nothing else.
Now it's still raining smoothly here and the wind is blowing moderate. No floods, no falled trees, no even a broken window, so here in Sosua we're just as on another usual day...or evening.
 
Tomorrow we'll go to the beach ! - or to work, some of us -

Santo Domingo, Wednesday, August 23 - Danny & Denise Stone It seems as though Debby fell apart and left all the thunderstorms and rain stalled. Only one light shower and occasional gusting winds here in the capital city of the DR. So far it has not been a bad weather day here, but that may change if the rains make it. Radar shows heavy showers on the eastern end of the island that are slowly making their way towards the city. Many of the city streets flood easily with heavy thunderstorms so we plan on staying in the rest of the afternoon and evening. We will report again when the rains make it.

Reports at noontime from Puerto Plata indicate that Debby has produced only
slight sporadic rains as it passes along the North Coast of the Dominican
Republic. 
Debby was downgraded to tropical storm status as it passed along the
Dominican coastline. It seems the storm will have no impact whatsoever on
Puerto Plata and the North Coast outside of the change of activities caused
by the precautions taken by the community.
The National Weather Service of Miami, Florida explained in its 11 am report
that the mountains of the North Coast of the Dominican Republic disrupted
the hurricane reducing its winds to near 70 mph or 110 kms per hour, below
hurricane strength. The storm had the coordinates 19.9 North and 70.0 West
at 11 am, when its center was about 30 miles or 48 kilometers East-Northeast
of Puerto Plata.  
In Santo Domingo, on the southside of the island, the skies were overcast
and a slight drizzle was falling.

Santo Domingo, 8:29 a.m., Wednesday, August 23 - Danny & Denise Stone: It is partly cloudy this morning, but the sun is shining through between the clouds. With the reported reach of the storm force winds and the eye now located off the coast almost directly north of Santo Domingo we thought there would be some wind and rain bands by now. Not to complain, we are grateful just wondering what's going on. It would be nice to hear from someone along the north coast.

I, as well as government mets fell for a misinterpretation of data.
Warning issued
yesterday was based on the assumption that "2300Z" meant 11 pm, when it
actually meant 23-aug, 00Z. I can only apologize, I should have done
"reasonability calculations" myself.
The result: confidence in prognosis shrinking.
As a consequence, if Debby strikes here later today, noone will be
prepared.

Meterological:

Thick cloudy, "driplets" now and then. Windstill. Yesterday presented
regular
periods of clear sky an cloudy/rain. Possibly due to the "tails" of
Debby rotating.

Wednesday, August 23, 12:49 a.m. - Danny & Denise Stone: Greetings to all of you! Some of your names we recognize from 98 when Georges roared through. All is quiet so far in Santo Domingo. It is very nice this evening with a cool breeze blowing. We are thankful that Debby is staying out to sea on the north edge of our island. As someone wrote earlier there are still some bridges not rebuilt from Hurricane Georges so it is fortunate not to have to bear the brunt of the winds. Due to the size of the storm we are expecting rains and wind, and hopefully, everyone can cope with that.

Son las 11:40 pm hora local ,despues de haber chequeado todos los sitios
imaginables en la red,he llegado a la conclusion que el paso del huracan
sera de muy suave impacto en la costa norte,he leido los post de las islas
por donde ha pasado y nada de importancia ha sucedido,esperemos que el
desarrollo en la Hispaniola el cual casi acaba de comenzar,sea al igual que
en las islas en las cuales ya ha pasado,super suave...les dejo la foto del
satelite en la cual comienza a invadir nuestro territorio.
Nos leeremos mañana

Santiago. D.R.
In Santiago clowdy skies. No rain yet, and it doesn't seem like hurricane
clouds, nor should they. Panic has not set in, aside from me, in terms of
not letting Debby track people off from their duties.
The Dominican Government and Emergency institutions started two days ago
planning and offering information. They have, it seems, learned a lesson
from George. However, the information trickles through the airwaves (radio
and TV) but it doesn't seem to get to people. Not much being said about
floods, which could be the worst case scenario in the northern region.
The Civil Defense has issued and is preparing refuges for those people who
will need them and there are around 35 such places available in the
province.
Though Dominicans are embracing the idea the Hurricane is steadily moving
upward and will miss us, I would prefer to have people prepare better. Rains
will come tomorrow.

Comenzamos de nuevo nuestra amarga angustia de esperar los famosos
e odiados huracanes,Hi Gert long time .i prefer spanish because last season 
i have a lot of mail asking me to write in spanish so if you guys doesnt
get upset, here we go:
ahora son las 2:18 local el cielo esta azul,una pequeña brisa caliente,a
veces una pequeña llovizna en ciertas partes de Santo Domingo,los
supermercados llenos,como siempre,el sol encuentra de vez en cuando pocas
nubes y asoma,pero se siente barometricamente una pesadez en en el ambiente
que es presagio de que hay algo por ahi,y que viene,las ultimas
informaciones nos dicen que se ha desviado unos grados y que por su curso
actual afectara la costa norte de la isla,claro hay aviso de huracan en
menor grado para la costa sur del pais,lo que esparamos es que no sea de
noche el paso del meteoro por nuestra isla..me voy a trabajar sigo con uds
esta noche

- Dominican Republic: Hurricane Debby

I reside in Santo Domingo, Dominican Republic. I am an insurance broker
working with the largest insurance brokerage firm in our island. I just
wanted to aide you in providing an update on what the current situation is
here. As usual, panic has not yet set in. You would think that with the
experience we have with hurricanes, we would be starting preparations now,
but regretfully, Dominicans don't prepare until the last minute. We have a
saying that Dominicans lock their doors after we have been robbed. This
applies to everything. However, in our defense, the government has never
helped us in our task of planning ahead. The information government
provides is usually not oportune and most likely incorrect. In addition,
the government makes no preparations such as trimming the trees that are
close to the power lines and telephone lines or releasing the dams to
minimize possible damages. In addition, there has been no list published in
the newspapers with possible shelters for the people with inadequate housing.

Today is a beautiful day here, which is a shame, because people affirm
their belief that the hurricane won't hit us and prepare even less. Us, in
the insurance community, however, have started since yesterday, all
possible preparations, being that Debby is following practically the same
path as Georges, which caused serious damages to our country.

We hope that divine providence will see it so that Debby spares us. For
third world countries such as ours, the damages are catastrophic because
there is usually no money to repair them. We still have destroyed bridges
(a gift from Georges) that still have not been repaired.





- DR update

The Dominican government Center for Emergency Operations met yesterday and
coordinators from 15 government organizations discussed preparations as the
DR is on the path of Hurricane Debby. President Hipólito Mejía called an
emergency meeting of the National Emergency Committee at the National Palace
for today at 8 am.

The latest weather reports though show the DR may be spared from the
hurricane. The hurricane now is expected to pass slightly to the North. If
this track is maintained, only the North Coast will feel the effect of the
storm, with no major damage expected. Regardless, everyone is glued to the
TV, Internet or at least the radio for updates. In Santo Domingo, skies are
sunny, but blue-grey and the breeze is picking up.

Meanwhile, preparations are in process. With the memory of Hurricane Georges
(1998) so close, people take hurricanes seriously here.

Social:

Government issued Hurricane warning for the north coast during night,
and
some got it to the morning coffee.

Slowly people are realizing what is happening - newscasts have been
sparse.
The general reaction is very calm, and even positive - "bring out the
wash-machine
and all dirty laundry - God is bringing water!" (Something government
have
failed to bring for many years!)

People go to work as normal, an occasional pessimist bringing an
umbrella.

Meterological:

Cloudy, and considerably colder than yesterday (wish I had a
thermometer, but
approx 17-18 C). Watery, low clouds, satellite imagery shows them to be
an
extending "tail" of Debby. Light precipitation in periods. Almost
windstill.

Santiago, Dominican Republic.  Here we are again...though Gert hoped we
wouldn't need it, since he's gone fishing, we're back in business...that is,
tracking Debbie. Of course, nothing yet in our vicinity, we will keep track
of what happens to those ahead of us. Debbie is still a Tropical Storm,
which is comforting, Georges was devastating.
