August 22 1:30 p.m. In the last hour Debby passed
about 15-20 miles north of Culebra. In the morning we had some light rain and
surprisingly light wind from the east. We had been expecting to get more
wind from the east and then from the North but it moved so fast not much was
felt. The winds are the strongest now from the west. I'd estimate 20-30 mph with
some slightly higher gusts. Still only light rain. No damage except to some
